Three members of the U.S. House of Representatives introduced the Safe Cosmetics Bill of 2011. The Bill aims to prevent companies from using ingredient in cosmetics and personal care products which damage human health and the environment. How will it affect our beauty regimens?
This legislation builds on a similarly named Bill from last year, which gave the FDA the power to recall personal care products. But this year’s act will likely make more waves for consumers and beauty companies.
Key Provisions in the Safe Cosmetics Act of 2011:
- Post Market Testing: The Department of Health and Human Services will now conduct tests for pathogens or contaminants in cosmetic products.
- Registration of Cosmetic Companies and Registration Fees: Cosmetics companies would be required to register with FDA.
- Ingredient Labels on Cosmetics
- Cosmetic and Ingredient Testing and Safety: The Food and Drug Administration (FDA) would establish a list of ingredients prohibited from being used in cosmetics. This includes carcinogens and reproductive and developmental toxins.
- Market Restrictions: The FDA may recall products that are mislabeled or contaminated.
- Mandatory Reporting of Adverse Health Effects: Beauty companies will have to provide the FDA information about the health effects associated with the use of a cosmetic.
- Worker Issues: Requires companies that manufacture cosmetics for salon use to provide information on any health hazards linked with those cosmetics.
What does this mean for you? Some companies may need to change their formulas to comply with the ingredient safety guidelines. Other products may be permanently discontinued. Most consumers will probably notice a change in their perfumes and products that contain fragrances.
